They followed Charlie into the bowels of the building, the area they were making towards constituted part of the first basement level. There were several basement levels extending down to where Guy Fawkes attempted to blow up the old Houses of Parliament in 1600s. A fire in 1834 destroyed much of the old building with what was left demolished, to make way for a new building completed in 1870. But much of the subterranean structure remained.
Without Charlie they would have been lost within minutes passages left the main corridor to the left and right every four or five meters. After a ten minute walk, Charlie opened a door and entered a large room, the maintenance office, and storage area. He would need to talk to the engineers to get the keys to the plant room.
